If we send a B/L document within the ACI filling process to Egyptian customs, does this mean the cargo is released to an Egyptian consignee?

No. ACI only affects the Egyptian customs process.

The main purpose of ACI is to expedite the Egyptian customs processes and sending the copy of B/L in the ACI process does not affect the releasing of goods to your buyer. Original B/L is not one of the required documents for the ACI filing.
